Scott Carter is a New Zealand sports administrator who previously served as the chairman of the Rugby League International Federation. ==Administration career== Carter grew up in the King Country and attended Auckland Grammar from 1977 to 1981. Carter is a former New Zealand Police officer who served in Auckland from 1984 - 1989 before entering the security industry. In June 2011 he was appointed the chairman of the Rugby League International Federation, and was the first New Zealander to hold the role, overseeing constitutional reform for the world governing body and securing a permanent board seat for New Zealand.
